A large meeting on pilot population census was held in Gabala.

In order to ensure implementation of the Decree No. 1040 dated September 7, 2016 of the President of the Republic of Azerbaijan “On the population census in the Republic of Azerbaijan in 2019” pilot population census in Gabala was launched in order to assess the readiness for the population census in accordance with the Decision No.517 dated December 16, 2016 of the Cabinet of Ministers of the Republic of Azerbaijan "An action plan on preparation and conduct of the population census to be hold in 2019 in the Republic of Azerbaijan”. Census, which will be held on October 1-10, 2018, has preparatory character for the republican census to be held in 2019 and the experience acquired from the pilot census will be used for higher level organization of basic census, as well as preventive measures will be taken in order to prevent future shortcomings and deficiencies. On October 1, Gabala Region Executive Power hosted a meeting with the participation of members of the Commission on Assistance to Population Census, heads of the enterprises, institutions and organizations. Speaking at the meeting, Chairman of the State Statistical Committee Tahir Budagov gave detailed information on progress of the preparation work for the population census in Azerbaijan in 2019. It was noted that in order to ensure the implementation of the intended actions on preparation and conduct of the population census on time and in an organized manner, and the elimination of the encountered challenges, Comissions on Assistance for Population Census under the chairmanship of the First Deputy Chairman of the Supreme Assembly of the Nakhchivan AR in Nakhchivan Autonomus Republic and the deputy heads of the Executive Powers of the city, region and city districts for the other regions of the country were established in accordance with the Decision No.517 dated December 16, 2016 of the Cabinet of Ministers of the Republic of Azerbaijan "An action plan on preparation and conduct of the population census to be hold in 2019 in the Republic of Azerbaijan”. "Calendar Plan for the preparation and conduct of population census in the Republic of Azerbaijan in 2019" was developed and approved by the Decree No 01/05 dated January 17, 2017, which reflects the works on census-related organizational work, preparation of census materials and its print, staff provision, organization of mass explanatory work, technical support issues, conduct of census and adoption of documents, census data processing, publication and dissemination of summaries, archiving of census materials and international cooperation by the State Statistical Commitee. Emphasizing the successful implementation of the measures indicated in the calendar plan, Tahir Budagov noted that all necessary methodological and other materials, including census and survey sheets, organizational plan and related information forms, and their filling instructions were prepared and approved, printed and appropriately delivered in required number by the Committee. Head of the Gabala Region Executive Power Sabuhi Abdullayev gave detailed information on the measures taken in Gabala region and the upcoming tasks within the framework of population census, in accordance with the Decision of the Cabinet of Ministers. The report by the head of the Gabala Region Statistical Office, Ayaz Iskandarov was heard at the meeting. It was noted that the Commission on Assistance for Population Census established in Gabala Region Executive Power operates in an enhanced working regime in order to ensure timely and organized implementation of the measures intended for the preparation and conduct of the population census, and operative elimination of the encountered difficulties. No.1 city form, No. 2 village form and a form attached to it were filled and submitted to the Gabala Region Statistical Office by Representative offices of 60 (1 city, 3 settlements, 56 villages) administrative territorial units for the pilot census preparation, as well as settlement census based on schematic plans and maps, distribution by instructors and enumerators were carried out. Civil law contracts were signed with 445 people who will participate in the census by 8 census station, 70 instructors and 359 enumerators established in the district, trainings were held for census directors, their assistants, instructors and supervisors, and enumerators, they were given detailed information about the purpose and task of the census, procedures for conducting census and drafting census documents. Extensive explanation and awareness activities for census by State Statistical Committee and Gabala Region Executive Power were held among the district population, meetings with public representatives were organized for this purpose, interviews and press materials were published in local media.
