President of the Republic of Azerbaijan Ilham Aliyev’s address in response to Armenia's military provocations on September 27.

In order to prevent the next provocation of Armenia’s armed forces, to ensure security of civilians according to the Supreme Commander-in-Chief our troops launched counter-offensive operations along the entire front. The military personnel and tank units, with the support of units of the Rocket and Artillery Troops, frontline aviation, and unmanned aerial vehicles (UAVs), a large number of manpower (military personnel), military facilities, and military equipment of the Armenian armed forces located in the forward line and in the depths of the enemy's defense are determined, their trajectory of movement is monitored. The blitz counter-offensive operation of our army continues. Therefore, the population should watch the events and actively participate in preventing provocative information. The Armenian government is directly responsible for the events occurred on September 27 along the frontline. Our positions in nameless heights of Gazakh district were fired from the positions in Shavarshavan village of Noyemberyan district of Armenia and our position in Zamanli village of Gadabay district and in nameless heights were fired from the positions in nameless heights of the Krasnoselsk district. The positions of our army were fired from the positions located near the occupied Chilaburt of Tartar district, Sarijali village of Aghdam district, as well as in the nameless heights of Goranboy and Tartar districts. Azerbaijan is a responsible country and our National Army does not fire on civilians. Mentioned position of Ilham Aliyev, President of the Republic of Azerbaijan is always maintained regardless of the situation. The events occurred on September 27 are proof of this. September 27 events are manifestation of Armenia’s new occupation policy. This new policy serves for violation of negotiations, confirmation of the status-quo, establishment of new provocations and concealment of social catastrophe created in Armenia. The racism policy is conducted in Armenia. The Armenian government takes steps aimed at serving for the formation of the image of Azerbaijan as an enemy. Violation of negotiations is one of the key goals of the enemy. The Armenian government avoiding open negotiations creates different events and substantial obstacles throughout the conflict. The Armenian provocations are systematic. Military provocations occurred on July, August and September by the official Yerevan makes a threat to the region and provokes Azerbaijan to use its military force. Provocations are manifested not only on the front line, but also in Yerevan’s political statements. Irresponsible statements serving for Armenia’s domestic auditorium are serious blow to the negotiation process. This undeniable fact should make not only us, but also international community to think. The official Yerevan doubting the fate of the negotiation process is an unreliable and irresponsible country. All provocations and statements directly show that Armenia wants to change the format of negotiations. So they want to reset all the peace process and achievements. Provocations are Armenia’s official policy. Armenia’s history is based on falsification and various provocations. Creating voluntary military units is a continuation of this policy. The fact that Armenia brings the population of Armenian origin living in other countries to Karabakh in different ways calls the future of the region into question. For almost 30 years, international resolutions have remained on paper. Azerbaijan is on the right way. Armenia is an aggressor, but Azerbaijan fights for the restoration of historical justice. The whole world knows that Karabakh is Azerbaijan, this fact is reality and our people are ready to fight for this reality.
