The meeting between the Foreign Ministers of Azerbaijan and Armenia in Moscow with the participation of Sergey Lavrov can be considered as the most intensive and complicated meeting of the last 30 years. The fact that the talks lasted 11 hours proves it. It also means that Azerbaijan fought at the table and demonstrated its determination at the battlefield. When Azerbaijan launched a counterattack in response to Armenia's military provocations and dismantled the occupying army, it did not except negotiations and set its own conditions for it. Although these conditions were based on international law and UN Security Council resolutions on the complete and unconditional liberation of the occupied territories of Azerbaijan, they were not met with any reaction even by the Co-Chairs of the OSCE Minsk Group. Brother Turkish officials issued a statement – “We stand by Azerbaijan both at the table and on the battlefield” by taking into account the developmental perspective of the process. Now Azerbaijan implements this process in parallel. He takes the advantage gained on the battlefield to the table and will take the advantage to the battlefield what he will gain on the table again if there is no real pressure on the occupier. Namely, the humanitarian ceasefire is just the first stage. It is the transfer of the status quo, which changed in the progress of military operations, to the political and diplomatic level. It is important to carry out these processes in parallel to pave the way for further consolidation of the achievements. Despite the endless scope of the Armenian side's fantastic methods of propaganda and agitation, calculated on domestic public opinion, the scale of the lies told, Azerbaijan already determines the terms of the talks and imperatively demonstrates its position that any claim or condition of the other party will not be accepted. It should be considered that all steps taken, all measures and operations carried out and to be carried out in order to ensure our territorial integrity are realized in the context of increasing political and diplomatic pressure on Azerbaijan. The President of Azerbaijan outbraves, neutralizes pressures with flexible, subsequent and timely diplomatic steps taken; prevents attempts of the occupying Armenia and its supporters to form a united diplomatic front against our state. It is very difficult, complex and contradictory process. It is possible that new realities will emerge at any moment in the progress of events, and problems that at first glance may seem easy to solve may become more complex, and this possibility has never been ruled out. In this case, any mistakes made at the diplomatic level can lead to the loss of our military advantages. Azerbaijan's unilateral refusal to a humanitarian ceasefire could strengthen Armenia's position and be presented by our country as a violation of the principles of international humanitarian law, including the Hague and Geneva Conventions and the UN General Assembly Protocols, which contradicts the interests of our country. The humanitarian ceasefire is temporary and serves the implementation of actions for the humanitarian purposes in the areas where the military operations are carried out. The talks should be conducted in essence, without any manipulations, causes serving the restore of status-quo; a plan envisaging the withdrawal of Armenian armed forces from the territories of Azerbaijan should be developed and implemented. If Armenia continues its traditional behavior and does not withdraw its troops from the occupied territories of Azerbaijan in a definite, predetermined and short-term manner, then the resumption of peacekeeping operations should leave no one in doubt. There is no such thing as status quo, Azerbaijan dictates the terms on military and political level. The liberation of Hadrut and surrounding villages, which were once part of the administrative territory of Nagorno-Karabakh, is the great geopolitical importance. It is proof that Azerbaijan will fully restore its territorial integrity and will not allow the formation of any entity outside its sovereign rights in its historical and legal territory. Azerbaijan's victories on the battlefield changed the format of the Armenian talks and helped the so-called regime in Nagorno-Karabakh to act as a party to the negotiation process, including the 1994 Bishkek Protocol. Armenia party accepted that a party on this dispute is not so-called regime in Nagorno-Karabakh, but Armenia. The Prime Minister of Armenia does not claim any term and must accept the terms dictated to him. For the first time in the last 30 years, the Azerbaijani Army liberated more territory than most of us could have imagined 15-20 days ago in one attack. The scale of the territories under our control, which the enemy cannot set foot on, is larger than what we liberated from occupation more and more. Azerbaijani army fully controls situation on frontline. The rhetoric of war and diplomacy is not the same. The language of diplomacy is laconic and all points are hidden in the unannounced details. For the point of view, it is necessary to be patient, maintenance our endless confidence in our state, our Army, to make best efforts in order to win the information war, as well as war of nerves as on the battlefield. The Supreme Commander-in-Chief is determined, principal and brave not to accept the concession of even an inch of Azerbaijani territory to the enemy! The President Ilham Aliyev stated in the meeting of Minister of Cabinet dated July 15, 2020: We know when, what and how to do it. The recent history has repeatedly shown it, both politically and diplomatically, but also on the battlefield. We do exactly what we do”. The policy conducted till now, steps taken, as well as counter-attack operations since September 27 approve that these views of the Head of State are fully justified.
