Extensive report meeting on socio-economic development results for the first half of 2014 was held in Gabala.

The extensive report meeting on the activities carried out in the sphere of socio-economic development for the first half of 2014 in Gabala was held in the assembly hall of Gabala district executive power. The heads of departments, facilities and organizations in the region, the representatives of local administrative- territories, municipalities, entrepreneurs and non-governmental organizations participated in the meeting. Declaring the conference open, the Head of District Executive Power Sabuhi Abdullayev provided information about the works conducted on socio-economic development in the region for the first half of 2014.

It was mentioned that the activities were successfully implemented in the socio-economic sphere in Gabala for the six months of 2014 as well.

It was stated that the main significant event was the visit of the President of the Republic of Azerbaijan Mr. Ilham Aliyev to Gabala and his participation in the opening of the first stage of Summer and Winter Mountain Skiing Complex “Tufan”. Every visit of the head of state to our region makes each Gabala resident feel proud and strengthens their will to create and construct.

It was noted that the product costing 129.125 thousand AZN was produced on separate fields of economy during the previous period which was 2.606 AZN or 2 % more compared to the relevant period of the year (126.519 thousand AZN). Total product launch increased by 130 thousand AZN or 1,7 % in industry, 5 thousand AZN or 0,02 % in agricultural sector, 2.128 thousand AZN or 2,5 % in construction sector, 32 thousand AZN or 2,0 percent in transport, 83 thousand AZN or 20% in communication, 228 thousand AZN or 1,4 % in trade industry during the first half of the current year compared to the same period in the previous year. The general product launch per man was 1.282 AZN in this period which was 4 AZN or 0,3 % more compared to the relevant period of the previous year (1.278 manat). Share of non-governmental section in the production of industrial goods and provision of services was 60,7 percent.

It was mentioned that 12.245 new jobs were created between October 2003 and 01.07.2014. 10.197 of them are permanent jobs. The new 442 jobs created within 6 months are permanent jobs. Fixed capital investment was 86.254 thousand AZN, the volume of construction and building works was 84.080 thousand AZN. The volume of fixed capital investment increased by 4.302 thousand AZN or 5,2 % compared to the previous year (81.952 thousand AZN). 

Local profit of the region was 5.019,2 thousand AZN (108 %) or 372,3 thousand AZN more compared to predicted revenue of 4.646,9 thousand AZN, the fund allocated from centralised expenditures for regulation of local profit and expenses was 4.950,0 thousand AZN (103%) or 132,8 thousand more compared to adjusted forecast of 4.817,2 thousand AZN, local expenditures were 9.710,7 thousand AZN (103%) or 246,6 thousand AZN more compared to adjusted forecast of 9.464,1 thousand AZN.

It was mentioned that the first stage of the works on reconstruction of water supply and sewage system of Gabala city was completed with the financial support of Azerbaijan’s government and World Bank. The works on the second stage are carried on. Water reservoirs located in “Garachay”, “Duruja” water sources of the region were cleaned out of silt and sand and current repair works were conducted. Water supply and sewage line pipelines of different diameter were changed in the process of renovation works implemented in the streets of the city.

It was mentioned that thorough repair of “Mirzabayli-Chukhur-Gabala-Dizakhli-Charkhana highway”, regiment number N of the Internal Troop of the Ministry of Internal Affairs, Chips manufacturing facility, lemonade production facility, refrigerator warehouse for potatoes, construction works in the entities of “Research Center for Chukhur Gabala Archeologic Investigations” located in Chukhur Gabala village were completed in the second half of 2014 and final completion works were conducted in Gabala city secondary school No. 5, administrative building of YAP Gabala district department, the building of “Thermal Hotel”, “Trap shooting and archery” complex in Bum settlement, 80-seat secondary school building in Yengija village and 220-seat secondary school. It was mentioned that erection works in reinforced –concrete bridge of 324 linear meters length with 10 spans on Damiraparan River, “Aquapark” leisure complex, “Golf Club” complex, “Tufandag” summer and winter mountain skiing resort complex, administrative building of State Service for Mobilization and Conscription, new 3 star hotel building, district court  administrative building, “Rufting Center” in Savalan village, “Laza” frontier post, sanatorium treatment facilities in Nohur lake area were underway.

The Head of DIP noted that it was planned to start the construction of the new building of Gabala Vocational School, the central region hospital complex, Gabala branch of Azerbaijan University of Languages, Customs Academy, Tourism Academy, administrative building of “ASAN” service branch in Gabala district, new settlement in the area consisting of 37 hectares, Yengija water reservoir, administrative building of Gabala district department of “Military Patriotism and Specialist Training Company” LLC, 35/10 kV electrical substations in Soltannukha village and 220/110/10 kV electrical substations in Gabala city, 2 kindergartens with 100-seat in Gabala city and administrative building of region prosecutor’s Office in 2014. Taking into consideration the importance of the use of modern information technologies in the district executive power, action mechanism of electronic mails were improved with a view to provide efficiency on the review of citizens’ applications and electronic document management was created as well. Applications and complaints sent by the citizens to e-mails are investigated immediately and relevant measures are assumed about them.

372 citizens have been received and heard by the head of district executive power, the most part of the issues discussed there have been investigated and resolved immediately and the issues the implementation of which requires time have been assigned to the relevant authorities.

20 mobile meetings of district executive power were held in the first half of 2014 and 2865 citizens participated in the meetings. 173 persons made speeches in the meetings and various proposals were put forward. 145 out of raised requirements and applications were resolved, the relevant explanation was provided on 12 of them, questions were set up before other competent authorities of the Republic as 16 issues had to be settled by them.

Deputy Head of District Executive Power – head of agrarian affairs department Rahib Ahmadov, director of secondary school No. 2 in Gabala city Tarana Salimova, director of Gabala district Center for Social Protection of Population Arzu Hajiyev made speech in the report meeting and provided information about the works conducted on the fields they represented.

At the close of the meeting, the Head of District Executive Power Mr. Sabuhi Abdullayev stated that the First Deputy head of District Executive Power Abil Aghasafov had been awarded with medal “For Distinguished Public Service” according to the decree No. 580 dated 25 June 2014 of the President of the Republic of Azerbaijan Mr. Ilham Aliyev related to “Professional Holiday Civil Servants” and ceremonial presentation of that award was held.

Finally, the Head of Gabala District Executive Power Mr. Sabuhi Abdullayev gave current instructions and recommendations to the heads of departments, organizations and facilities.
