Relations between the government and the opposition have reached a peak in Armenia.

21 June 2020 | 04:00

Armenia is not able to cope, on the one hand, with the coronavirus pandemic, and on the other hand, with the violence against the opponents of Prime Minister Nikol Pashinyan. In the period of the coronavirus pandemic, Nikol Pashinyan faces serious difficulties in the solving socio-economic problems of the citizens, in view of the inability to prevent increase in the number of infected people, the government rapidly lose their social support. The decision of the Parliament to remove parliamentary immunity of the oligarch Gagik Charukyan results in a shock effect in the country. Armenian press said that Nikol Pashinyan was in a state of agony, and main reason of this was clear demand of parliamentary opposition, in particular, "Prosperous Armenia" party, to resign the government in full. "My step" political wing, which has a majority in the Parliament, voted in favour of the petitions submitted by the Prosecutor General to remove the parliamentary immunity of head of "Prosperous Armenia" party and leader of eponymous faction Gagik Charukyan and allow his arrest. Deputy of the faction, Arman Abovyan: "Unfortunately, the majority who came with slogans of restoring democratic values and respect for freedom of speech and expression try to silence their political oppositionists. This is the wrong way, and it leads Armenia to the bankruptcy". He also added that he believes that many of his colleagues from "My step" political wing are against this illegal vote: "Armenia does not have the resources to turn into a dictatorship. We will fight for real democratic values, social, economic and political rights of the citizens." Abovyan said that the vote on the removal the immunity of Charukyan is nothing more than political repression. According to him, international community closely monitors this matter. In response to the removal of the parliamentary immunity of the head of "Prosperous Armenia" faction Gagik Charukyan, a few deputies from Armenian Parliament boycotted the session of legislative body and left the hall. Pashinyan buys teammates with the money of the government, distributes awards, and the attack on Charukyan is private sector takeover. The government say that property, in particular large capital, was illegally acquired in Armenia. The redistribution of the property is being implemented under the pretext of the fighting against corruption. In order to get the capital, the Prime Minister agrees to public unrest. Numerous socio-economic appeals that arose in connection with the pandemic, participation of Charukyan in the process of uniting the opposition could not but cause discontent of the government. Although Charukyan's party defended Pashinyan during the revolution. It is obvious that the revolution eats its offspring, and we witness this process. Pashinyan is not destined to completely clear political arena of Armenia from his competitors. Corruption charges against the Prime Minister and the coronavirus pandemic put the Armenian government in a crisis situation. At present everyone - ranging from ordinary citizen to party Chairman, media executives, and deputies - accuses "revolutionary government" of being unable to cope with the most insignificant problems. The situation has reached the point where even the forces that were once in the closest allied relations with Nikol Pashinyan have turned away from him. The confrontation between Pashinyan and "Prosperous Armenia" party has reached a peak. Gagik Charukyan and his supporters, who once had a close relationship with the Prime Minister, along with demanding the Prime Minister's resignation, accuse him of corruption and lavish lifestyle. It is reported that after famous speech of Gagik Charukyan, "verbal struggle" between the government and "Prosperous Armenia" does not stop. The statement of Gagik Charukyan led to that the representatives of the ruling political wing "My step" are in desperate condition. According to Armenian media, the Prime Minister, speaking on the phone with Charukyan, threatened to destroy him if he took any step. However, the representatives of "Prosperous Armenia" party do not intend to back down. They continue to launch counter-attacks against the government. Charukyan, making a statement on June 15, said that he was ready to do anything, that, by special order of the government, the pressure is started to put on him, thus they try to hide the government's inability in the period of the pandemic, to hide responsibility for tens of thousands of infected people, hundreds of deaths from this disease. And the fact that Charukyan stressed that the country is threatened with famine in 2-3 months caused serious reaction. Charukyan's response to Nikol Pashinyan's move was not long in coming; "Prosperous Armenia" parliamentary faction and its supporters held the protest in front of the security Service building on June 15, where the slogans "Pashinyan get out!" and "Charukyan is the Prime Minister!" were heard. The press notes that 90 people, including deputies, were detained at this protest. Noting that Charukyan embezzled billions of drams under the pretext of humanitarian aid, does not pay the taxes to the budget, violates the rights of pensioners and youth, Pashinyan demanded the Prosecutor General to seriously investigate this information, do everything necessary and inform the public. Although the government of Nikol Pashinyan stated that they acted against Charukyan within the law, many political parties claim that this is all for political purpose and that administrative mechanisms are used to neutralize him. Pashinyan's words about Charukyan have been the first in terms of such clear and resolute call to and offence of the opposition leader at the level of the Prime Minister since the independence of Armenia was declared. Although such values, that the West "attaches importance" to, as freedom of expression of people during events, their right to freedom of assembly, non-use of unnecessary force by law enforcement agencies, creation of opportunities for free activity for the media, etc. are trampled. The question is why the West is silent. The US state department, the Parliamentary Assembly of the Council of Europe, the OSCE Media Freedom office, the US Ambassador to Armenia, and the embassies of Western countries in Armenia behave as if nothing has happened. Although Europe and the United States have not yet expressed an opinion on this matter, it is expected that in the coming days, when the events are likely to become even more tense, they will not be silent. It is possible that enough fragile internal policy of Armenia will not be able to withstand this strain.
