Measures taken to eliminate the damage caused to the civilian population living in Tovuz region, state property, as well as infrastructure facilities.

Since July 12, the Armed Forces of the Republic of Armenia have treacherously, deliberately and targetedly fired at our settlements and civilian population intensively in the direction of Tovuz region with large-calibre weapons and heavy artillery. As a result, the civilian population living in those villages, state property, as well as infrastructure facilities have been severely damaged. In order to eliminate the damage caused, on July 20, 2020, according to the decree “On measures to eliminate the damage caused to the civilian population living in the Tovuz region of the Republic of Azerbaijan, state property, as well as infrastructure facilities as a result of intensive firing by the Armed Forces of the Republic of Armenia” signed by the President of the Republic of Azerbaijan Ilham Aliyev, the Ministry of Economy of the Republic of Azerbaijan and the Ministry of Emergency Situations of the Republic of Azerbaijan have been instructed to assess the damage caused to the civilian population, state property, as well as infrastructure facilities as soon as possible. For this purpose, a working Group has been established with the involvement of specialists from both ministries and has been immediately sent to Tovuz region. In order to get acquainted with the situation on-site, the working group is studying the condition of civilian population, their property and state facilities affected by the military aggression in the attacked settlements, and experts are inspecting and examining the facilities. The damage will be assessed as soon as possible. According to the assessment data to be prepared and submitted by the experts, the government will prepare an Action Plan to eliminate the damage caused to the civilian population, residential areas, state and municipal property, farms and infrastructure, and submit proposals to the President of the Republic of Azerbaijan for the full restoration of the facilities damaged by the military attack and speedy implementation of repair and construction works. As a result of the Armenian army’s aggression, 6 villages of Tovuz region - Aghdam, Alibayli, Dondar Gushchu, Vahidli, Yukhari Oysuzlu and Ashaghi Oysuzlu villages- were damaged. According to the preliminary assessments, it was identified that 35 houses belonging to the civilian population were damaged in varying degrees, as well as state property was affected - these are mainly gas pipelines, power lines laid to the villages, social and communication infrastructure. Execution of the decree and progress of the works are under the personal control of the head of state. All forces have been mobilized to eliminate the damage caused to the civilian population and state property. The damage will be repaired soon. The damaged infrastructure and houses will be restored, and life will return to normal. The Azerbaijani state is always with the citizen. Our state never forgets those who fought for the territorial integrity of Azerbaijan and sacrificed their lives, and always treats them and their families with sensitivity. The state is studying the concerns of the families of all military servicemen martyred in the battles in the direction of Tovuz region and is taking steps to resolve them. On the instruction of the head of state Ilham Aliyev, a house was given to the families of martyr General Polad Hashimov and martyr Colonel Ilgar Mirzayev, who died in the battles in the direction of Tovuz region. Also, according to the instruction given by the First Vice President of the Republic of Azerbaijan Mehriban Aliyeva to the Heydar Aliyev Foundation regarding the 12 military servicemen martyred in the direction of Tovuz, all the concerns of the families of the martyred military servicemen will always be under the control of the Foundation. At the same time, relevant measures have been started to ensure the social protection and employment of the families of the martyred military servicemen. The Azerbaijani state is a guarantor of the safe life of its citizens in the country. The damage caused to Tovuz and the residents of Tovuz will be eliminated soon, and life will return to normal. Because a strong Azerbaijani state stands behind our citizens and heroic military servicemen.
