The Azerbaijani Army not only beat off the Armenian attack in the direction of Tovuz, but also inflicted heavy losses on the enemy army, both in terms of military equipment and manpower. On July 20, President of the Republic of Azerbaijan Ilham Aliyev signed a Decree “On measures to eliminate the damage caused to the civilian population, state property, as well as infrastructure facilities in the villages of Tovuz region of the Republic of Azerbaijan as a result of intensive firing by the Armed Forces of the Republic of Armenia”. According to the Decree, works have been started to eliminate the damage caused to the civilian population, state property, as well as infrastructure facilities as soon as possible. Today, in Tovuz, especially in the area where the battles took place, the population continues to do their daily works, there is no panic and tension among the population, and people trust the Azerbaijani Army. There is already peace in the area. The Azerbaijani Army fully controls the area, peaceful construction works are continued in Aghdam, Dondar Gushchu and other border villages. No villagers have left their homes. According to the assessment data to be prepared and submitted by the experts, the government will prepare an action plan to eliminate the damage caused to civilian population, residential areas, state and municipal property, farms, infrastructure. All forces have been mobilized to eliminate the damage caused to the civilian population and state property. The damage will be eliminated soon, the infrastructure and houses will be restored. Life will return to normal. As has been repeatedly confirmed, the Azerbaijani state is with its citizen. Our state never forgets those who fought for the territorial integrity of Azerbaijan and sacrificed their lives, and always treats them and their families with sensitivity. The concerns of the families of all military servicemen martyred in the battles in the direction of Tovuz region are being found out and steps are being taken to resolve them. On the instruction of the head of state Ilham Aliyev, the families of the martyr General Polad Hashimov and the martyr Colonel Ilgar Mirzayev were given a house. On the instruction of the First Vice President Mehriban Aliyeva, all the concerns of the families of the martyred military servicemen have been taken under the control of the Heydar Aliyev Foundation. Relevant measures have been started to ensure social protection and employment of the families of the martyred military servicemen died as a result of the gross violation of the ceasefire by the Armenian armed forces in the direction of Tovuz region of Azerbaijan. The Azerbaijani state is the guarantor of the safe life of the citizens in the country. The damage caused to Tovuz and the residents of Tovuz will be eliminated soon as in other regions. So far, the Ministry of Labour and Social Protection has provided about 7600 apartments and individual houses to the families of martyrs and war invalids. One-time assistance has been provided to the families of martyrs with 11 thousand manats per family. The works done in Jojug Marjanli village of Jabrayil region, which has been given a new life by the President Ilham Aliyev after the April 2016 battles and has become a symbol of the “Great Return”, is a clear example of this. Alongside with the individual houses built in Jojug Marjanli, there are a feed processing plant, greenhouses and beekeeping farms, and an incubator station. All this is a condition created for the convenience of the population. According to the Decree “On measures to eliminate the damage caused to civilian population as a result of intensive firing of Aghdam and Tartar regions by the Armenian armed forces” signed by the President of Azerbaijan Ilham Aliyev on May 2, 2016, 6 million manats have been allocated from the President’s reserve fund envisaged in the state budget of the Republic of Azerbaijan for 2016 to eliminate the damage caused to the civilian population to the Executive Powers of Aghdam and Tartar regions, with 3 million manats for each. The head of state has taken special control over the progress of the work. All forces have been mobilized to carry out the work in a short time and with quality. The construction, repair and restoration works of houses and social facilities in the settlements, which have been severely damaged as a result of intensive firing by the Armenian armed forces with large-calibre weapons and artillery, have been completed within six months. 4 houses have been rebuilt and 8 houses have been restored in Tartar region. Also, 19 houses have been overhauled and current repairs have been carried out in 231 houses. In addition, major repairs have been carried out in Tartar city complete secondary school No. 6 and Gazyan village general secondary school for 120 pupils. In Aghdam region, 8 houses with 5 three-room and 3 four-room houses have been reconstructed, 15 houses have been completely restored, 27 houses have been overhauled. No matter how ruthless the enemy is, it will not be able to defeat the Azerbaijani people. Because there is a state-people unity in Azerbaijan.
