The problems of families of martyrs and disabled war veterans are always in the center of attention of our government.

Major social projects are being implemented in our country, and their volume reached a record high in 2020. This year, a record number of internally displaced families will be provided with houses and apartments. This opportunity will be used by more than 7 thousand internally displaced families. More than 400 people in the military who have served flawlessly in the army will be provided with free apartments by the state. On July 21, 2020, President Ilham Aliyev and first lady Mehriban Aliyeva attended the ceremony of awarding apartments and cars to the families of martyrs and disabled war veterans in the Khatai district of Baku. The Head of State noted: "For comparison, last year 934 apartments were issued, this year - 1500, in previous years - 500-600-700. In other words, this shows that active work is being done to solve this problem and provide homes by the state to families of martyrs and disabled war veterans. I want us to complete this program soon and we will achieve this goal." Despite the pandemic period, this program is also expanding like all social programs. On behalf of the Head of State, it is planned to provide a record number of apartments and private houses to the families of martyrs and disabled war veterans in 2020. 554 apartments have already been commissioned (only in the last 20 days, 250 apartments were commissioned). Other apartments and private houses will also be provided by the end of the year. So far, 8,142 apartments and private houses have been provided to families of martyrs and disabled war veterans. The focus is also on providing passenger cars to the citizens who became disabled in the fight for the territorial integrity, independence and protection of the constitutional order of Azerbaijan. Thanks to the special care of President Ilham Aliyev, activities in this direction are gaining breadth. The Ministry of Labor and Social Protection of the Population issued 265 cars to disabled war veterans and equal-status persons in 2018, and 600 cars in 2019. In 2020, it is planned to issue 400 cars, of which 150 have already been issued. In General, over the past period, the Ministry has provided 6,900 cars for disabled war veterans and equal-status persons. The order of the President Ilham Aliyev dated on July 21, 2020 creates conditions for further provision of vehicles for medical reasons to people who became disabled in connection with protecting the territorial integrity, independence, and constitutional order of our country, the events of January 20, 1990, those who took part in the liquidation of the consequences of the Chernobyl accident, World War II disabled veterans, and equal-status persons. The order instructs to allocate 2 mln 878 thousand 20 AZN from the Reserve Fund of the President for these purposes. Families of martyrs are provided with a monthly pension of the President. This pension was increased from 242 to 300 AZN in 2019. In general, over the past period, the amount of this pension has been increased 3 times. All the martyrs' children up to 16 years old (studying in general education schools - up to 18 years old) are also paid a monthly social benefit (in case of loss of the head of the family - a monthly labor pension). The program of one-time payment to the martyrs' heirs (11 thousand AZN) hasalready been completed by almost 100 percent: more than 18 thousand heirs of 12281 military and police officers who became martyrs have been provided with payment. Karabakh war disabled veterans, along with monthly social benefits for disability or a labor pension, are also provided with a monthly pension of the President. These social benefits were also significantly increased last year, with an average of 100 percent in benefits and pensions in 2019. During the education period of children of martyrs and Karabakh war disabled veterans who study on a paid basis in higher educational institutions and secondary special educational institutions of the country, payment is made at the expense of the state budget. The country's legislation also reflects a number of benefits for family members of martyrs and disabled war veterans. President Ilham Aliyev, in his speech at the meeting held on August 6, 2020 in connection with the measures to combat coronavirus and the socio-economic situation, noted that the problems of families of martyrs and disabled war veterans are always in the spotlight of the state, and the benefits for these families will continue in the future.
