The international organizations should contribute to resolve the conflict.

On October 28, 2020, President of the Republic of Azerbaijan Ilham Aliyev gave an interview to Russian “Interfax” Agency and he stated the superiority of the Azerbaijani Army over the enemy in the counter-attack operation, which began on September 27. The Glorious Azerbaijani Army is considered one of the most combat-effective armies in the world for successfully preventing of military provocations of Armenian armed forces, victories on the front by inflicting crushing blows on the enemy and liberating many parts of occupied territories within 1 month. According to the rankings periodically published by organizations that assess the military potential of countries, the Azerbaijani army is among top 50 armies in the world. The Armenian government demonstrating a non-constructive approach in the political sphere violates all international norms, ignores resolutions of UN Security Council and decisions and resolutions of other organizations. Official Yerevan violating a ceasefire between Azerbaijan and Armenia three times at the initiative of Russia, France and the United States, members of the OSCE Minsk Group commits provocations which may be internationalized the conflict. The intention of Armenia targeting civilians is not just provocation, but also a war crime. 69 civilians were killed and more than 300 were wounded as a result of fire by Armenian army. But Azerbaijani State is ready to end up a war from the moment the Armenian side undertook to withdraw its troops from the rest of the occupied territories. No referendum will be held in the territories recognized internationally. Deciding its own destiny is a main principle of international law, but it can’t violate the territorial integrity of other country. International organizations should contribute to resolve the conflict, because settlement of conflict will lead to rapid development of the region. Three permanent members of the UN Security Council, co-chairs of the OSCE Minsk Group have not put significant pressure on Armenia up to day. If Armenia publicly commits to the basic principles elaborated by France, Russia and the United States which Azerbaijan is committed to, then, of course everything will stop and two countries will go back on negotiation table. However, Pashinyan’s policy seriously harms Armenia's sovereignty. Organization of the inauguration in Shusha for the head of the so-called Nagorno-Karabakh regime, proudly violating the Geneva Convention, settlement of Lebanese Armenians in Nagorno-Karabakh, including Shusha, relocating of the "Nagorno-Karabakh Parliament" from Khankandi to Shusha and other open provocations serve to create new threats for Armenia. When the consequences of the occupation are eliminated and the occupied territories are returned and people displaced from their land return to Nagorno-Karabakh, then the issue of sending peacekeepers may become urgent. Separating forces will be needed in the first stage to ensure living together of the Azerbaijani and Armenian population. Turkey is the only country of the world that borders on three South Caucasian countries. Turkey must play an important role on the conflict regulation. However, in the current situation, sending peacekeepers to the region is the final stage of the settlement. Turkey and Russia achieved a high-level of agreement about many issues on the bilateral agenda and regional security issues. Energy projects, economic and investment projects serve to bring these countries closer. Russian-Turkish partnership is a major factor of regional security. Combining the efforts of Turkey and Russia will accelerate the political settlement of the Nagorno-Karabakh conflict. Emphasizing developing economy of Azerbaijan day by day President Ilham Aliyev underlined: “Azerbaijan plays a special role in the world, as well as in Europe. Azerbaijan is a country which ensures the energy security of Eastern Europe. Today some countries that are members of the European Union meet about 40-50 percent of their needs through Azerbaijani oil. If any accident occurs related to the oil-gas pipelines, Armenia will face serious international pressure. A positive partnership was created for the regional development. Today, a positive cooperation between Turkey, Iran, Russia, and Azerbaijan forms in both trilateral and bilateral formats these days. This factor is very important in terms of history, economy, transport, geopolitics and, most importantly, strengthening security in the region”. Azerbaijanis must return not only to the seven occupied districts outside the former Nagorno-Karabakh Autonomous Province, but also to the territories where they have lived for centuries. Commandant's offices will be established for the calculation of damage caused for 30 years. Everything will be inventoried, damages caused will be assessed and relevant legal procedures will be conducted in the stage which citizens will return. All cities and villages will be liberated thanks to the irreversible will of the Azerbaijani people and heroism of our Army; Azerbaijani State will restore and renovate destroyed cities. A peaceful life will return to Karabakh. Karabakh is ours! Karabakh is Azerbaijan!
