Martyr Status - Basic Requirements and Privileges

Persons who are considered martyr:

1. military servicemen - servicemen killed and missed during military operations for the territorial integrity of the country, as well as the performance of a combat mission or service duty related to the provision of combat support (and employees of other special service bodies)

2. civilians – civilians killed and missed as a result of Armenian military provocation

Document required to be considered martyr:

· For the military servicemen: military unit certificate and death certificate, a court decision, in case of disappearance

· For the civilians: reference issued by district (city) LEPB

Applied state authority:

1. For the military servicemen:

· For ensign and officers – MD, MIA, SSS, FIS, SBS, SSPS (in which body he served)

· For soldiers – local units (commissariats) of Mobilization Service (SSMC)

2. For the civilians: district (city) LEPB

A reference is submitted to a person on granting the status of martyr, family member of martyr to his family no later than 1 month based on documents and the martyr's family card is issued by the local offices of the MLSPP based on that reference.

Date of establishment of the right to social security:

· On pension and benefit - the right of martyr family members to receive pensions and benefits arises from the day the martyr died.

· On the AR Presidential grant – arise from the date of issuance of the certificate on the status of the martyr's family.

Basic privileges:

Note: the rights of martyr’s families are equal excluding 11,000 manat insurance payment and 3,000 manat funeral expenses.

· Lump sum insurance payment - 11,000 AZN is paid to the families of the military servicemen (by the “Azersigorta” State Insurance Company).

· Financial assistance for organizing and conducting funeral ceremony – Financial assistance in the amount of 3,000 AZN is paid to the families of parents (representatives) of the deceased for the organization of funeral ceremony.

· AR Presidential grant (monthly) – The Presidential grant in the amount of 300 manat is paid to the martyr’s family (by the MLSPP).

· Pension for the loss of the head of the family (monthly) – to the family members if the martyr is entitled to a pension (by the MLSPP).

· pension supplement (monthly) – 93,5 manat supplement to the labor pension of the martyr’s family members is calculated (by the MLSPP).

· Allowance for the loss of the head of the family (monthly) - If the martyr is not entitled to a pension, each family member will receive an allowance of 80 manats (by the MLSPP).

· Housing security - Provision of apartments or private houses to the families of martyrs registered as in need of living place in local executive authorities until 01.01.2014 is carried out by the Ministry of Labour and Social Protection. Provision of living place for the martyr's family registered as in need of housing after this date is carried out by the local executive power bodies provided by the law in the manner determined by the Government of the Republic.

· Sanatorium resort therapy – the martyr’s family members are provided with free sanatorium resort therapy within the country by referral of medical institutions (by the MLSPP).

· Education - Children of martyrs are exempted from paying tuition fees (by the Ministry of Education).
