A seminar-meeting of the Ministry of Emergency Situations in connection with the Urban Planning and Construction Code was held in Gabala.
On February 12 a zonal seminar-workshop was held in Gabala with the organizational support of the State Agency for Control over Construction Safety of the Ministry of Emergency Situations.
At the seminar-meeting held with the participation of deputy heads of executive powers of 10 cities and districts of the north-eastern region, the main architects and lawyers, the issues were discussed such as new additions and changes in connection with the entry into force of the Urban Planning and Construction Code of the Republic of Azerbaijan, and the establishment, in the course of their application, connections between local authorities and the Ministry of Emergency Situations.
Speaking at the seminar-meeting, head of the sector of main state building inspection of the State Agency for Control over Construction Safety of MES, Karim Aghayev gave detailed information about the construction permit, examination of construction projects, the suspension of construction and dismantling of facilities, as well as the importance of additions and changes in other sections of the Urban Planning and Construction Code of the Republic of Azerbaijan.
Specialists of the State Agency for Control over Construction Safety of the Ministry of Emergency Situations and officers of the law explained to the participants the procedure of documentation, arising in connection with the new code. It was noted that from now the objects constructed without complying with the new rules on the issuance of a building permit will be considered illegal and appropriate legal steps will be taken against them. At the same time, it was noted that during the construction the requirement of being distant from international motorways and railways, oil facilities and fuel stations should be fully observed. Otherwise, these buildings will be considered illegal and the documents of their construction permit will be deemed null and void. Representatives of local authorities participated in the meeting voiced the questions arising from the new Urban Planning and Construction Code. Inspection staff explained them the new rules on registration and other related matters. In conclusion, the seminar-meeting participants were given legal documents, manuals, related to the application of the Code.
