Comprehensive reporting meeting on results of socio-economic development for 2016 was held in Gabala region.

Comprehensive reporting meeting on the works done in the field of socio-economic development for the I half of 2016 was held in Gabala region in assembly hall of Gabala region's executive power. Office, enterprise and organization leaders, local administrative territorial representatives, municipalities, entrepreneurs and leaders of non-governmental organizations took part in the meeting. Opening the meeting, Sabuhi Abdullayev, head of region's executive power, spoke about the works done in the field of socio-economic development in the first half of 2016. It was brought to the attention that works planned on socio-economic sphere in Gabala region during 6 months of 2016 had been successfully continued. Products worth 65367 thousand manats were manufactured in different areas of economy during the reporting period. During this period gross domestic product per capita was 628 manats. Average monthly nominal wage of 1280 employees working in industrial enterprises was 327 manats during half a year. Investment volume on the main capital was 14135 thousand manats, construction and installation work volume totalled 13409 thousand manats. From October 2003 until July 1, 2016, 14212 new workplaces, 12164 of which are permanent, were created. All 540 new workplaces opened within 6 months are permanent. Local revenues of the region in the first half of 2016 were 5828.2 thousand manats (101%) against 5797.6 thousand manats or more by 30.6 thousand manats, funds allocated from the centralized expenditures to adjust local revenues and expenditures were 3993 thousand manats (109%) against reviewed and revised forecast of 3664,6 thousand manats or more by 328.4 thousand manats, while local costs were 9461.6 thousand manats (100%) against reviewed and revised forecast of 9462.1 thousand manats. 359.6 thousand manats funds balance was established for July 01, 2016 in account of the local budget. During past period, service organizations have coped with the tasks set forth on the whole. With the aim of further improvement of provision of electricity, natural gas, post, telecommunications and other utility services for the population, these areas have always been the focus of attention. 53964.5 thousand kW/ h of electricity was consumed by consumer groups of all kinds throughout the year, 2868.9 thousand manats accumulation schedule was implemented 88.6% versus 3237, 9 thousand manats. This indicator was 85.8% on budget organizations, 87.4% on state-owned enterprises, 93.2% on trade and service, 82% on private industry, 84.9% on population group. 22722.7 thousand cubic / meters of natural gas was consumed by natural gas consumers, overall accumulation schedule was 97% with the collection of 2205.1 thousand manats against 2272.3 thousand manats. The indicator on the sector of the population was 93.2%, on budget organizations 79.1%, on industrial, commercial and other organizations 120.4%. 1457 new subscribers were provided with natural gas within 6 months, total number of subscribers was increased to 13592 people. Different diameter gas lines were laid in 1264 houses in Bum settlement, 337 houses in Gamarvan village, 627 houses in Mirzabeyli village, 473 houses in Hamzali village and gas was supplied by installing gas meters. According to the Decree No.961 of the President of Azerbaijan Republic, dated December 25, 2014, "On additional measures to improve water supply of planting areas and to meet the demand of population for drinking water", total 7 subartesian wells were put into operation in Bailey, Mirzabayli, Jighatelli, Seyidgishlag, Mammadaghali, Bunud and Hamzali villages (1 in every village). Gabala region Housing and Communal Institutions Combine has provided cleaning and other utilities worth 182.5 thousand manats for city economy, 25.6 thousand manats for public residential buildings, 35.4 thousand manats for offices and institutions, 9 thousand manats for commercial facilities and private houses within 6 months. Current repair and maintenance works of roads worth 432.4 thousand manats were carried out by Gabala region Road Maintenance Department No. 11. Gabala Telecommunication unit has received income of 599 thousand manats against revenue forecast of 590 thousand manats, fulfilled the forecast task by 101.5%. Gabala branch of "Azerpocht" LLC has provided postal and telecommunications services worth 129.7 thousand manats against 119.5 thousand manats and fulfilled the forecast task by 108.5%. Significant works have been done in construction and landscaping field in the first half of 2016 in our region. Construction works in "Administrative building of NAP Gabala Region Organization", "Tufandagh hotel", "Gabala Park Boulevard Complex", iron concrete bridge occupying 324 lm with 10 spans over Damiraparan river, iron concrete bridge occupying 36 lm with 1 span, main overhaul of "Nohurgishlag-Tuntul-Yengija" roads have been completed. Final completion works are being done in administrative building of "Asan service" and "100-seat kindergarten" and "Administrative building of Agriculture Department". Currently, construction and installation works are underway in Gabala Football Academy and Stadiums complex, administrative building of regional department of State Service for Mobilization and Conscription, "Grand City" hotel building, regional prosecutor's administrative building, "Rafting center" in Savalan village, administrative building of region's court, sanatorium complex in Nohur lake territory, Equestrian center, Gabala Vocational school, facilities of "Construction of drinking water and sewerage networks within the framework of reconstruction project of drinking water and sewerage system in Gabala city. In addition, repair works are currently carried out in 11 five-storey buildings in Mukhtar Abduyev Street of Gabala city and renovation works are underway in 28 May, Vahid Gahramanov Streets and the Street behind secondary school No. 5. 24 preschool educational institutions for children, one of which is private, operate in our region. In order to improve the material and technical condition in kindergartens, all kindergartens were provided with purchased soft, hard, electrical equipment worth 12200 manats, 12200 manats, 29700 manats, respectively, according to the funds allocated from the local budget within 6 months of 2016. Teaching staff have successfully continued their activities in all areas of the learning process and worked purposefully for the improvement of the quality of education in all academic schools, preparation of pupils for independent life in the first half of the current year. As a result of the work done, our schools have finished 2015/2016 academic year with good results and in general, the educational indicators have been high. 3995 pupils got excellent marks, while 6042 pupils got "4 and 5" among 15762 pupils whose knowledge was assessed. Success rate for the region was 99.7%, while its quality rate was 63.8%. Due to the transformation of Gabala, entering into its historic glory, to international cultural center, tourism territory, the number of officials and tourists from foreign countries has significantly increased, significant steps have been taken towards the establishment of international relations. Visit of David Lisnard, mayor of Cannes, France, to our region during last period of current year is among such measures. During the visit, signing of friendship and cooperation charter between Gabala region of Azerbaijan Republic and Cannes, France was intended, opportunities on expansion of mutual relations between two countries were analyzed. In addition, Nassir Abdulaziz Al-Nasser, UN High Representative for the Alliance of Civilizations, Dusen Kaseinov, Secretary General of TURKSOY, Ambassador Extraordinary and Plenipotentiary of the United Mexican States in the Republic of Azerbaijan visited Gabala region with the aim of getting acquainted within the Seventh Global Forum of deputies judge of Samarkand, Uzbekistan and management of Azerbaijani diaspora organization in Uzbekistan for Samarkand region, UN Alliance of Civilizations. Sports plays very important role in protection of human health. 36 events have been taken during the first half of 2016 by Gabala region Department of Youth and Sports. 20 events have covered the work with the youth, 16 events have covered mass physical culture and sports among them. The measures taken were important for organization of correct promotion of state policy, legal education, the fight against crime, expansion of patriotic education, efficient organization of leisure time of the youth, revealing talented young people, finding teenagers and young athletes in the field of physical education and sports, ensuring the popularity of the sport, preparation of athletes of international class. A number of international and republic-level races were held in the region during the first half of 2016, which include "Tour d'Azerbaijan-2016" international cycling tournament devoted to the 93rd birth anniversary of national leader Heydar Aliyev and the III International Grand Prix races on Olympic shooting types, "Young rescuer and firefighter" V Republican championship and IV International races. Also, meeting of physical training and sports Council of participants of Agreement signed by CIS member-states on physical training and sports, Gabala region Open tournaments on junior freestyle-wrestling, judo and taekwondo were held. Recently, as a result of various speeches of the President of the Republic of Azerbaijan, a significant socio - economic development observed in the country was continued in the first half of 2016 as well. This trend was also characteristic for agrarian sector. As the President of the Republic of Azerbaijan stated in the meeting on results of socio-economic development during 6 months of 2016 of the country and tasks set forth, significant progress was observed in the country in general as a result of increased state support for the development of the agricultural sector in recent years. In addition, a working group established to study the progress of agricultural works in the region, suggestions and requests of farmers and landowners, as well as development prospects of of the agricultural sector was in the region in accordance with the relevant instructions of the head of state. Firstly, the working group visited manufacturing plants operating in the region and planting areas and, ultimately, held a large-scale meeting in executive power of the region. At present, a significant progress is felt in the field of agriculture in the region. Order of the President of the Republic of Azerbaijan "On state support for agricultural producers" has particular importance in this field. Producers of agricultural products are intended to be funded from the budget according to the order. In connection with the implementation of this Order in the region, preparation of initial documents for calculation of benefits from state budget to the landowners has already been completed. Winter crops have been planted in 22510 hectares for the harvesting of 2016, 16010 hectares of which include wheat fields, while its 6,500 hectares include barley fields. At present, the grain harvest has been completed and consequently, 71081 tonnes were produced. The average productivity totaled 31.6 centners per hectare. 1054 hectares of potatoes, 1992 hectares of vegetables have been planted by the landowners for harvest of current year. 1650 tonnes of potatoes, 1120 tonnes of vegetables were collected from these fields so far. Harvesting from the areas continues. Significant progress in the field of animal husbandry is felt as well. At present, the number of bovine cattle was 46580, sheep and goats was 188214, pigs was 1050. Production of animal products has increased significantly compared with the same period of last year. Thus, there were 2052 tonnes of meat production, 19550 tonnes of milk production, 5921 tonnes of egg production, 312 tonnes of wool production. At present, the work is done for the expansion of activity of broiler poultry complex that existed previously in the region in order to meet the demand of population for the poultry meat and eggs. Also, milk sale was organized in the city market and in a few large villages in order to meet the need of the population for milk permanent. There have been significant positive changes in meeting demand of population for meat and milk after 2 modern livestock breeding complexes have started to act in the region. In 2016, 2 new small-scale cattle-breeding farms were commissioned. Consideration of applications of citizens in the first half of 2016 was in the center of attention as well. Thus, all appeals of citizens have been heard using modern information technologies in the executive power of the region. In general, 554 applications were received in the executive power of the region during the first half of this year. 203 applications were received from the President Administration of Azerbaijan Republic, 18 applications from Milli Majlis, 6 applications from the Cabinet of Ministers, 57 applications from the central executive bodies, while 270 applications were received from citizens. The contents of the applications received from citizens were about their provision with private houses and their housing repairs, sending for treatment, appointment of targeted social assistance, one-time financial aid, employment and so on. Each received application has been studied in details and answered in accordance with the legislation. Corresponding works have been done towards the receipt of the citizens in the first half of 2016. Thus, 600 people have been received by the head of executive power within 6 months. The necessary measures have been taken related to the appeal of coming citizens, their right requirements have been resolved in accordance with the law. 177 proposals and appeals have been settled out, and since 10 issues had to be solved by the other relevant organizations of the republic, the appeals on these requirements have been addressed to them. These were mainly associated with laying gas lines to residential settlements, changing of electricity poles, asphalting of roads, construction of new school buildings, health, cultural and educational facilities, bridges, digging of subartesian wells and conduct of shore protection in mountain rivers. In his closing speech in a meeting of the Cabinet of Ministers, the head of our state gave tasks on establishment of export-oriented large-scale industrial enterprises, strengthening of small and medium-sized entrepreneurship and noted that works on starting drug production, establishment of industrial centers, as well as laying the foundation of light industrial complex in Mingachevir, development of industrial potential of each region would be kept on in the country that year. Assigning tasks related to the further continuation of the state support for the development of Azerbaijan's carpet weaving industry, silkworm and tobacco growing, meeting the demand for essential food products, meat and dairy products, the continuation of ameliorative measures, efficient use of lands, including sustainability of measures taken towards the development of tourism industry, head of state highlighted that international events, as well as the Formula 1 Grand Prix of Europe held in Baku in recent years significantly supported the development of tourism in our country. In addition, President Mr. Ilham Aliyev referred to the activity of "ASAN service" and brought to the attention that more than 10 million appeals had been received since its establishment so far, 9 "ASAN service" centers acted and new centers would be established in Masalli and Gabala. Highlighting the successful implementation of the tasks given by him on the reduction of unjustified inspections, head of state expressed confidence about the fact that the second half of 2016 would be successful as well. Rahib Ahmadov, chief of Gabala region Agriculture Department, Gudrat Hamidov, Chief of region's irrigation systems department speeches in reporting meeting and provided information about the works done in the field they represented. Eventually, Mr. Sabuhi Abdullayev, head of Gabala Region Executive Power, gave current tasks and recommendations to the heads of offices, organizations and enterprises.
