Regional Conference held by General Prosecutor’s Office within the "Year of Constitution and Sovereignty" in Gabala

On May 27, 2025, a regional conference titled “National Sovereignty and Legal Guarantees: The Role of the Prosecutor’s Office” was held in Gabala with organizational support from the General Prosecutor’s Office. The event was attended by representatives of the General Prosecutor’s Office of the Republic of Azerbaijan, the Ministry of Internal Affairs, and the Ministry of Defense; officials from 11 region prosecutor’s offices responsible for media relations; representatives of law enforcement agencies, government and non-governmental organizations, mass media, and educational institutions. The conference participants first visited the monument to the National Leader Heydar Aliyev, located in the center of Gabala, and honored the memory of the great leader. The event, which continued at the Gabala Cultural Center, included a moment of silence in memory of the Great Leader Heydar Aliyev and the martyrs who gave their lives for the sovereignty of Azerbaijan, and followed by the State Anthem of the Republic of Azerbaijan. The opening speech was delivered by Mahir Abbasov, Head of the Department for Supervision over Law Enforcement in Investigation, Inquiry and Operational Search Activities of the State Security, Emergency Situations, and Border Service bodies of the General Prosecutor’s Office. He provided a detailed overview of the legal foundations and mechanisms for ensuring national sovereignty, highlighting significant achievements in strengthening national sovereignty and enhancing legal guarantees under the leadership of President Ilham Aliyev, as well as the sustainable development of state policy in this area. Ataya Osmanova, Deputy Head of the Gabala Region Executive Power and Chief of the Department of Socio-Political and Humanitarian Issues, welcomed the guests and thanked the organizers on behalf of the region's public for holding the event in Gabala. She emphasized the importance of legal education at the regional level and underscored the indispensable role of the National Leader Heydar Aliyev in Azerbaijan’s constitutional development. In their speeches, Elshad Hajiyev, Head of the Press Service of the Ministry of Internal Affairs of the Republic of Azerbaijan, Anar Eyvazov, Press Secretary and Head of the Department for Press and Public Relations of the Ministry of Defense; Kanan Zeynalov, Senior Prosecutor of the General Prosecutor’s Office Press Service; and Farida Aghazade, Deputy Executive Secretary of the Press Council, emphasized the functional role of law enforcement agencies in strengthening the legal foundations of national sovereignty, the dedication of our people in defending the state sovereignty of Azerbaijan, as well as the importance of fostering legal awareness in society, building trust in the activities of state bodies, and timely and accurate communication of legal information for the sustainable protection of national sovereignty. Telman Abdulkhaligov, a member of the Council of Elders of Gabala Region, emphasized the importance of expanding educational initiatives aimed at preserving national and moral values and fostering the younger generation in the spirit of legal awareness and patriotism. During the event, there was an extensive exchange of views on cooperation between state institutions and public organizations, the implementation of public oversight mechanisms, and the improvement of legal education strategies, with concrete proposals being put forward. The event concluded with a screening of the documentary titled “Sovereignty and Legal Guarantees,” after which the participants took a commemorative photo.
